kuiper certificering is accredited by RvA to ISO 17065 as product certification body C667 for EC type-examinations.

As a Notified Body, kuiper certificering is required to be impartial in its certification activities and, as required by our accreditation standard, we carefully monitor risks to our impartiality. We are committed to considering each application for certification on its merits, with no discrimination between applicants.

New EN 280-1: 2022 fact sheet

The new standard that will supersede EN 280: 2013 + A1: 2015 was published in February 2022:
EN 280-1: 2022 Mobile elevating work platforms – Part 1: Design and calculations – Stability criteria – Construction – Safety – Examinations and tests.

This standard was harmonised for the EU in July 2023; it defines a new state of the art for MEWPs. Machinery manufactured in conformity with the standard will be presumed to comply with the essential health and safety requirements of the relevant legislation. EN 280: 2013 + A1: 2015 will remain a harmonised standard until 2nd February 2025 when this status will be withdrawn.

A second standard EN 280-2:2022 has also been published and harmonised to provide supplementary requirements for load lifting appliances fitted to Type 1 Group B MEWPs. If you require further information on the scope or application of this standard, please contact us.

Manufacturers of mobile elevating work platforms who use EN 280: 2013 + A1: 2015 should be aware of the changes that will affect them – if you have not done so already, we recommend you take appropriate action to determine the impact on your business immediately.

New MEWP Standards Harmonised

In August 2023, a new standard EN 280-1:2022 was harmonised, covering the compliance of Mobile Elevating Working Platforms (MEWPs). Originally published in February 2022, this standard will ultimately supersede EN 280:2013+A1:2015, which also remains a harmonised standard for MEWPs until 2nd February 2025. Until this date, both standards will therefore represent ‘state-of-the-art’ for products placed on the market in the EU.

The new standard introduces a number of changes to the calculation methods and testing requirements, as well as some required physical modifications to some MEWP types. It is therefore important that manufacturers understand the updates that will be required to their machines and the associated technical files to ensure ongoing compliance in the future.

Alongside the updates resulting in EN 280-1:2022, a new standard EN 280-2:2022 has also been harmonised for load lifting devices fixed to the extending structure of MEWPs. This standard provides manufacturers with detailed requirements for the design and integration of these devices and enables Notified Bodies to robustly assess them through Type Examination.

At the time of writing, the position of the UK government with respect to designation of EN 280-1:2022 and EN 280-2:2022 (the GB equivalent to harmonisation) has not yet been confirmed, but the approach to previous standards strongly suggests that the dates adopted for designation will align with the EU.

A new standard for MEWPs

In February 2022, a new standard EN 280-1:2022 was published, covering the compliance of Mobile Elevating Working Platforms (MEWPs). This standard is intended to supersede EN 280:2013+A1:2015, which remains the current harmonised and designated standard for MEWPs. Until EN 280-1:2022 is harmonised and designated, EN 280:2013+A1:2015 will continue to represent ‘state-of-the-art’ for these machines, but to enable a smooth transition between the standards, kuiper certificering and amtri veritas are hosting a webinar to provide a briefing on the updates.

The webinar will also cover our proposals for transitioning certification from EN 280:2013+A1:2015 to EN 280-1, and will provide an opportunity to ask us questions about this transition, or the new requirements of the standard.

New Machinery Regulations to be published

The European Commission has announced the impending publication of new Machinery Regulations, which are set to replace the existing Machinery Directive (2006/42/EC). With publication expected in July 2023, the new duties, which include both process and technical changes, would be imposed on manufacturers in January 2027.

The new Regulations seek to bolster the compliance requirements around new and emerging technologies including Artificial Intelligence, which have progressed substantially since the last full publication of Machinery Directive in 2006. The Regulations also align Machinery to the other ‘New Legislative Framework’ (CE marking) legislation, and bring about an extension to the types of Machinery that may be subject to Notified Body assessment, with the option for certification without Notified Body involvement removed entirely for a subset of the highest risk machine types.

Shared certification with EU notified bodies

As a UK Approved Body amtri veritas can issue UKCA certificates for machinery that has previously been placed on the EU market. We have made working agreements with a number of leading EU Notified Bodies on behalf of clients who require a UKCA certificate in addition to an existing EC Type Certificate. In many cases this process can be completed without repeating an evaluation. Manufacturers will require a UKCA Type examination certificate for their products by 1st January 2027 or earlier if their EC type certificate expires before this date.
